POLICY PURPOSE:
Colorado State University Pueblo seeks to make higher education accessible and affordable for all students. As part of this commitment, and in order to carry out Colorado’s GI Promise bill (HB09-1039), CSU Pueblo offers in-state tuition rates to qualified veterans and active-duty members of the US Armed Forces. This policy is intended to establish the requirements for qualification for in-state tuition for nonresident students with a record of military service.
POLICY APPLIES TO (Persons affected by):
All incoming and continuing students who qualify for in-state tuition rates by reason of their record of US Armed Forces service.
DEFINITIONS:
Armed Forces: The United States Army, Navy, Air Force, Space Force, Marines or Coast Guard.
Continual enrollment: Maintaining enrollment in at least one class as a degree seeking student without any lapse of enrollment (excluding summer semesters and University breaks).
Dependent: (i) A spouse of a member of the Armed Forces who was the member’s spouse at the time the member was stationed in Colorado and at the time the spouse is requesting in-state tuition classification; (ii) any child under twenty-three years of age born to or legally adopted by the member of the armed forces who enrolls at CSU Pueblo within twelve years after the member was stationed in Colorado; and (iii) any spouse or child (as defined above) who receives Veterans Educational Benefits, regardless of residency prior to enrollment.
Veteran: A person who has been honorably discharged from the Armed Forces of the United States.
POLICY STATEMENT:
All Veterans who reside in Colorado immediately preceding the first day of classes for the applicable term/part of term, regardless of length of time, shall be granted in-state tuition rates for all residential instruction courses. This policy does not apply to online courses or extended studies.
All active-duty members of the Armed Forces who are stationed in Colorado by the first day of classes for the term/part of term and have physical residence in Colorado, and all Dependents of said members of those members, are eligible for in-state tuition classification when the member moves to Colorado on a permanent change-of-station basis, regardless of the length of the member’s or Dependent’s residency in Colorado.
A member of the Colorado National Guard who maintains their sole residence in Colorado, or the Dependent of that member, has in-state tuition status if the member:
- Is stationed in Colorado by the first day of classes for the applicable term/part of term; and
- Has a physical residence in Colorado.
A member of the Armed Forces on active duty in Colorado or the member’s spouse or Dependent who qualifies for in-state tuition shall not lose their eligibility for in-state tuition status if the member retires or separates from the military and remains in Colorado, as long as the student maintains continual enrollment.
Financial aid recipients who qualify for in-state tuition pursuant to this policy will no longer be eligible for scholarships or aid based on being a non-resident (including WUE/TWOLF non-resident rates).
A Veteran may audit up to three courses per semester as a non-degree seeking student, for no credit, subject to any other requirements of the course or program. Tuition and mandatory fees will not be charged for these courses; however, students will be responsible for books and course fees. CSU Pueblo complies with the Department of Education ban on high-pressure tactics for the purpose of securing service member enrollment, as specified in 34 CFR 668.501.
The CSU Pueblo Military and Veteran Success Center has administrative responsibility for assisting Veterans, Active Duty members of the Armed Forces, and National Guard members with tuition classification questions.
